Visitor visa - Rejected from India, repplying from UK

Hi,

I applied visitor visa for my brother from India in August 2010. It got rejected and counselor said "you are too young, you have completed your bachelor degree in 2008 and changed two jobs in 2 years".

In Sep 2010, he went to UK for Masters and now I am thinking to re-apply his visitor visa.

What would be better, applying for visitor visa from UK or India this time?
