Can I submit someone else's documents on their behalf?

I am living in Ireland, and my bf lives in Morroco. We are working on getting a short stay visa for him to visit me next summer. The Irish Embassy is far from his location, so I was wondering if I could submit his documents (Passport photos, payslips, ect) on his behalf?
