Bringing someone over from Mexico

My brother had a girlfriend in Mexico and they had a baby. My brother came back to America for a visit when the baby was only a few weeks old. My brother then suddenly died while he was here. They didn't get any papers for the baby before he died. We are trying to figure out how to get papers for the baby and also trying to figure out how to get the GF and baby to America. Any suggestions?
