Help with entry to Montenegro

My bf is a Indian passport holder, and UAE resident (for at least 5 years). He also has a valid UK tourist visa.

Trying to get him to come to Montenegro during the first week of May. We have flights booked for him from London to Tivat and then back to London.

Does he need a separate visa? I’ve tried looking it up but all the info is conflicting. Does he need a separate Montenegrin visa? Should he apply for a shengen visa?

Please let me have your advice!
