US tourist visa for niece (toddler)

My mom got US tourist visa. She would like to bring my niece (who is 4 years old) with her. My questions are-
1. can my niece apply for US tourist visa (I would sponsor her; I am a green card holder)
2. is there any possibility of her getting visa (note that her parents are not applying for USA visa)
3. even if she (niece) gets visa, can she travel to USA with her grandmom (i.e. without her parents)

2. Provides a reason for her to return to home country as parents are there.

Visa or Green Card for Wife Niece

I am a US citizen and my wife is a green card holder. We would like to bring my wife's niece (under our guardianship) to US to live and study. Is this possible and what is the best method to obtain?
