Transit Visa for Etihad

I recently applied for a Etihad Transit Visa for Abu Dhabi and I got this response within a few minutes:

"Approach our office upon arrival at Abu Dhabi airport to complete your application."

Does this mean my application will be processed and I will be granted visa upon arrival? I have a Pakistani passport and I wanna make sure that I receive a visa upon arrival? Is all lost or is there still some hope? https://vidmate.onl/
