My Widow Mother's Visitors Visa has been rejected under 214-b :(

Folks,
Today My Mother’s Visitors Visa(B1/B2) has got rejected under 214-b section.

They have asked her the following questions. (Interview went in Telugu in Hyderabad consulate)

1. Why are you going to USA?
Tourism purpose and meet my son, daughter-in-law
2. Who is there in USA?
A. Son and daughter-in-law
3. How many children do you have?
A. Three, two sons and one daughter, Younger son and daughter in India
4. Which Company your son is working for?
A. XYZ Company
5.Can I see your documents?
Shown the documents and rejected under 214-b and they said that sorry we are unable to issue a Visa this time and handed over the passport and 214-b form.


I am unsure what is wrong, is there only the reason that she is widow or anything else?

I would like to re-apply again , But I wanted to know, how soon one can re-apply for visitor visa after rejection, is there any time gap to reapply?

Is there any new procedure for reapplying the Visa?

Also is the same documentation will do if we reapply in some time gap?
