Renewed US passport but Indian Visa is no longer in the new passport.

My mom renewed her US passport. They gave her new passport but her old passport had her sticker Republic Of India visa which is valid through 9/2028. Has anyone encountered this situation before? Is there a large fee required to replace something she already had paid her dues on? Who’s the best organization to contact about getting a replacement? Any guidance is greatly appreciated.
