Need help with visa information to travel to Philippines

Hello, i work remotely and I am currently on a vacation in Thailand from 2 months I would like to travel to Philippines from here, since I’m an Indian I did check online that they have e visa for Indians to travel to Philippines. I want to check that can I apply for the visa from Thailand ? And would it be okay if my departing flight will be from Bangkok? Please let me know I’m planning to go there by Nov 15th.
