How to let parents stay permanently

This is information I received from a friend asking me if I can help him:

My parents are here on a B2 visa from Nigeria. Is there any way they can stay here permanently?

In Nigeria, my mother had a tumor removed from her mouth and is having trouble chewing. She wants to find medical help for her. My father was in a bike accident and hope to be able to stay to get medical help here.

They live in a remote area in Nigeria where there is no medical help available. Is there any way I can help them stay permanently and get medical help?

However, no insurance company will pay for the medical care that they already need. You will have to pay that out of your pocket and it is very expensive.
