My dad goes to Vietnam every year for four months. He is a refuge so he has a Vietnamese id card from 1968. His five year exemption certificate expired this year. Last time we applied by email, but when I look online now I’m not sure what we did. We live in fly over country so we are not near an Embassy to go in person. https://9apps.ooo/

What’s the best way for him to get this renewed/reissued?
