Problems getting first uk baby passport Filipino mother.

I have applied to get my baby’s first passport but the passport office are asking for a Cenomar from the Philippines. We live in the UK. Me and the mother were married in the UK and my daughter born in the UK. From reading. the cenomar is only needed if you apply outside the UK. I am applying inside the UK.
