visitor visa from dubai

hello all
my mother in laws visa got rejected last year
now planning to apply again for family, includes mil,fil and bil who is 6 years of age!
how is my chances , do i have to apply for mil only
last time she was given a green paper and asked to bring bank statement
but was late to submit those and got rejected saying insuficient ties to uae
please help out, even ready to apply in chennai too please advise of any success story

2)reapply for family in dubai
3)reapply in chennai for her only

If the person is on a work visa (or staying as their dependent) or permanent resident in a different company, they can apply over there. Everyone should apply in their home country.

They can apply together or separately. It does not matter.
