Re-applying for B2 Visa

Hi,
My parents were rejected B2 Visa last year(2010) in April under 214B. Me and my brother both live in the USA. I am on L2 visa which expires by the end of April this year.
I want to re-apply for the Visa for my parents so that they can attend my brother's convocation in April.
Does anyone have any advise for re-application for this case and for the the Visa interview?

They can always reapply but it is really up to the officer to give visa or not.

Can parents still get the tourist visa, if all their children live in the US? has there been any such case before where parents in the similar situation have been issued the visa? is it advisable to re-apply in this situation?
