Visitor VISA to Tijuana for H1B Renewal

Hi,

I have scheduled an appointment for my H1B Visa renewal in Tijuana,Mexico.
Do I need a valid Visa for Tijuana for less than 72 hours ?
My US VISA is already expired.

Please let me know if I can obtain a FTM Card "Tourist Card" at the border.

I am not sure If I have enough time to get a Mexican VISA.

I will be in Santa Ana. Please guide me if I can get a VISA from Santa Ana/San Diego quickly or any online process.
