10 years Visitor visa

Hi,
My parents are on multiple entry visa. They have got 6 months visa at port of entry.I have following questions:-
1. If they extend their stay, will they have problem for the next time at the port of entry.
2. One of my friend's in-laws came to USA 5 years ago. They had 5 year multiple entry visa. After coming to USA they applied for Work permit and were able to get it in 3 months. After a year, they got a green card.
Can my parents apply for work permit? If yes, could you please direct me to the website where i can find more information regarding this.
3. LIFE act was passed in 2001. Is there a similar act going to pass on 28th March 2005? Will my parents be eligible to apply under that act?

2. Your friend must have been US citizen. And he would have filed family based greencard for them. Look at http://www.immihelp.com/gc/family

3. What makes you believe there would be any such law again? Have you read or heard about it anywhere?
