Scheduling an Appointment for B2 Visa

I am inviting my Grand Mother to visit US.
She is residing in Andhra Pradesh. Can she make an appointment in Chennai consulate for a B2 Visa.

If the VFS system lets you do it, you are allowed to do it by law.

However, last I time I checked, it was not yet working correctly.
