Is there any regulation that the documents should be sent to the chennai consulate

Is there any regulation that the documents should be sent to the chennai consulate before 12 days of the appointment????

I thought we shud send the sponsor's document to the visitor only and the visitor carries them along with their documents to the consulate on the date of their appointment.

Please clarify whether am correct???

that kind of rule is there only for Mumbai. Not chennai.
