B2 visa rejected for my mother twice

Hi Friends,

I working in US for four years now on H1b visa.
The b2 visa for my mother has been rejected twice in last one year.Visa officer never gave any reason just handed over a pamplet and said at this time he cannot give visa.

As I am going to india for visa stamping can I club the b2 interview of my mother along with me so that I can help her to answer the questions.
