Sister's visa rejected due to My green card

My sister and her family visa is rejected for 2nd time in Mumbai consulate

1st Time: In March 2008, I sponsored my sister and her 2 kids (9 year & 5 year) and made sure that my brother in law does not go for visa interview so that she can prove strong ties to India. My status was green card

Result : They were denied Visa for a reason 214(b)

2nd Time: On 31 March 2011, I asked them to do self sponsor as both of them do business and are financially very good. So whole family (Husband, wife and 2 kids) went for interview. VO asked about their finance status and was satisfied then he started asking about me and my status. My status was green card. I work in IT company.

Result: They were denied Visa for a reason 214(b). But then my sister asked VO: Are we financially week that's why you rejected the visa ?.
VO said: No your financially condition is very good. You are very close to get Visa but we can't give you visa because your brother is a Green card holder and that's we think you will not come back.

So please let me know what should we do now. I can't surrender my GC just to get a visa for her. So what we should do to get Visa. For US consulate my GC is a problem.

They should elaborate on how good their business is and how they cannot abandon it to stay in the US forever.

They explained VO about their property and business and said they have to come back for all this but VO said property and business does not matter. and gave same answer that since your brother is GC holder so you will not come back.
