Is Visa Interview Compulsory for Disabled?

I have two questions:

1) My mother is disabled and uses wheelchair all the time to move from one place to another. I am planning to bring my both parents on visitor VISA to US. Is it compulsory for my mother to attend VISA interview. What if only my father attends it?

2) I am sponsoring my parents to visit US. My birth certificate has wrong birth date and municipal officer is reluctant to change it. What can I do? Also do my parents require to carry THEIR birth certificates?

Interview is required. If she does not attend the interview, she can't get the visa.

Think about this: If she is unable to travel to the consulate to get the visa, how is she planning to travel all the way to the U.S.?
