  • My mother's visitor visa got rejected for the 3rd time

My mother's visa got rejected for the third time under 214b.
We tried her visa twice in SEP 09 and in March 11.
My mother is a widow, she does not have a job,but she has enough property in India and she lives in joint family with my uncle's and brother's family.
After two rejections,we applied for her visa with my brother and also contacted senator and congressman for the help.So this time the visa officer at least asked her some questions. She also asked my brother some questions related to his son.
but again rejected the visa under 214b.
My brother asked VO the reason for the rejection,VO told that your visa has been already rejected twice and there is no change in your application.and due to some law we cannot approve her visa.she denied to tell the details.
I am on H4,my husband sponsored her each time. She doesn't speak or read english.Still VO thinks that she is a potential immigrant.
Is there any way that she can get her b1/b2 visa approved?
    Please help.

Thanks,I read the information.I need your help again.
The VO told us that there is no change in ur application/situations, so VO cannot change their decision also.So if my mother sponsors her trip her self, will that be considered as a change in application? and how much money she has to show in her account so that VO will be convinced?
And i am pregnant with my second baby,so can she tell them the reason for coming as pregnancy instead of tourism as she told last time. Is that make a difference in situation?
Please let me know these things.

Pregnancy is not really a good reason to visit as that is considered like your mom is coming to work here and taking away the job of a USC. A definite reason for rejection.
