Return tickets-for Tourist Visa-Please help!

My sister has 10yr Multiple entry tourist visa and plans to visit in May. Her return date is not fixed yet (depends on lots of factors including that she might be applying for school here and may get her visa status/intent changed later to apply for Student visa).

We were thinking about buying refundable one way tickets to return since they might ask to see those at POE. Is there any other option? Would they give her a hard time considering that the entry and exit tickets were bought separately? Please advise. Thanks!

If your sister wants to become a student here, then at POE she can say that she may look for a school. This way the officer makes a note that she might become a student.
When she is here and she applies for change of status from Visitor to Student the form has a question where it asks whether you declared that you will become a student at POE, and if not you have to give a reason.
