Need help

Hello ,
My husband's visa is H1B and mine is H4 .We want to apply visitors visa for my parents .Due to some health complications I am in India from august 28 2010.So can we apply for visitors visa for them when I am in India ? Do I need to be in USA only when my parents go for visa interview ? I need help regarding this urgently .
