applying for Visitor VISA

I want to apply for Visitor VISA for my parents. I am citizen and married. My sister is a Green Card holder. My question is who should apply for the visitor VISA- me or my sister. Please advice.

Your parents apply for their own visa. All you or your sister do is provide funds and a reason for their trip. Anyone of you can do that.
