Question about Approval Required for Visitor Visa

I am trying to help my friend find out some information. She is from Moldova and has a valid passport from there. She has been living in Canada for close to 2 years and has a Canadian Permanent Resident Card.

She would like to visit the United States for a one week vacation. Will she be able to do that? Does she have to get a tourist pass or Visa or something to allow her to do that?

I would appreciate any help you can give me.
