Visitor visa rejected for mother and brother

Hi,

My mom's and brothers visitors visa got rejected. My mom had told that she is going to see daughter for her confinement(pregnancy) and help the daughter. She had put the same in the application as visiting daughter for confinement. Immediately the officer had said that you do not need to go because the u.s has all the facilities and gave her the 214(b). The question i have is can she apply again and can she say that she is going on vacation to see daughter. Any advise.......Please help

Shouldn't have mentioned !

Your mother shouldn't have mentioned the pregnancy point at all. It is very clear why the visa was rejected. Immihelp categorically mentioned this point in the website.
