US Tourist visa from Canada

Hello

One of my relatives (Indian citizen) is going to Canada this weekend on a visior's visa. Can he apply and get a US Visitor visa in Canada and come visit us here in the USA? If so can you please guide me to the process and documentation/fees required?

Ok thanks! I was just trying to explore this option considering that fact that we can get Canadian visa from within US for Indian citizens. It would have been ideal to have the vice versa also work but it seems that is not possible per current laws.
