B2 Visa Overstay Approved by INS but problems getting subsequent B2 Visa

Hi,

I'm on a H1 Visa, i had invited my Mother on a B2 visitor visa here for 6 months,

we had extended her visa for two months once she was here,
it got approved from INS.
But the second time when we tried to invite here, the Chennai consulate
in India is not allowing her another B2 visa this time,
they are denying based on the fact that she had overstayed(even though
the overstay was approved by INS),
We tried to apply for visa three times within a span of 1 year.

Can anybody please comment on how to overcome this problem of
getting the B2 visa the second time.
Any help or information shared on this would be greatly appreciated.

if you have the extension approval notice with you, show it to the officer next time she goes for interview.

Providing extension approval to consulate didn't help

The second time when we applied for the Visitor Visa, we had also
provided the overstay extension approval form to the consulate,
but still they rejected based on the fact that my Mother overstayed,
i even tried getting help from the local congressman here the
next time we applied for the visa, but that didn't prove to be
helpful.
Any guidance would be really appreciated.

I am out of anymore ideas. If they don't want to listen to anything, there is nothing much you can do.
