B2 visa and 140

My husband is filing 140 through his employer and its going to be filed in the next week or so, we are planning to call my parents here for a family visit
Is it ok to sponsor a visa for them at this point or should we wait for 140 to be approved or when the filing is done, we can go ahead with visa appointment at US embassy in delhi,india .
