I-134 QUESTION - previously submitted affidavits

Do i need to mention about the previously submitted affidavits for inlaws (in the year 2001), Question 9 on I-134, in the I-134 forms for the folks whom i am applying now.

yes.

Don't worry. It does not really matter even if you did. That question is left over from the days when I-134 form was being used even for family based immigration.
