Do Minors need to attend interview at consulate

All,

My brother-in-law and sister would be attending an interview for visitors visa at chennai consulate. Is it compulsory that their kids (who are minors 11 and 7) need to attend the interview personally, if they need visitor visa to come to US. Or can their parents take their passports and all other forms to represent them.. I have an appointment for my sister and brother-in-law, but the kids are not included as we applied for the passport but did not get them yet...

Please let me know.. Any one has experince with this kind of situation..
