    I got a tourist visa for 10 years in 2009 from US embassy on 8th October 2009. I left for US on 8th November,2009..

    I stayed one year after extending the period and returned on 5th November,2010.. As per US visa rule I should stay one year outside US rather American continent. I am completing this one year on 9th November,2011 during this one year period I stayed in India. I want to return back to my son again in USA.

    Yesterday in a news paper (http://www.hindu.com/fline/fl1516/15160280.htm) it has been flashed that for scientists of India visa needs to be renewed every year.. India govt is taking it up.

    My question is am I coming under the same clause or my tourist visa is still valid for another 9 years.

    It does not apply to you. It may have to do with Visas issued for scientists visiting for conferences or for reasearch.
    I assume your I-94 was extended and you left the US before the extended I-94 expired.
    There is no fixed 1 year limit as such, however at port of entry you need to prove that you have sufficient reason to visit the US. A planned itinerary, return ticket is helpful in getting a full 6 month term. However duration of stay is only granted at port of entry and there is no fixed rule for that. As a rule of thumb for repeated visits, one should spend more time abroad than in the US.
