Parents have a Visa Stamping through my Brother-In Laws petition. Can they come to me

My Parents have Visa Stamping 2years ago through my Brother In Laws Petition when he was on L1 visa. Right now they(Brother In Law) moved to Europe and not staying in US, so can they come to me as visitors; I'm in USA on H1 visa.

Visitor visa is not given by anybody's petition. Your parents applied for their own Visa and all your BIL did was to propose that he will fund their trip. Anybody in principle can fund their trip and they can visit the US as long as their Visa remains valid.
