Convert B2 to F1 - confused

I have heard conflicting things. Can you or can you not COS from B2 to F1?

I read FAQ and they said you can. But some poeple say that you have declare your intent at POE? Is that true and if so is that rule listed on USCIS website. What if you didnt have intention to study when entering @ POE?

Change of status from B2 to F1 is given on a very limited basis and declaring intent at POE is required.

What if at POE you didnt have the intent to study but after staying in US for 3/4 months, you want to pursue your studies?

In that scenario, I think we can do a COS from visitor to student visa.

Well, try your luck.
Remember you are allowed to stay past the I-94 date if your change of status is pending. But, if COS is denied after I-94 expiry, your Visitor visa is void and illegal stay is counted from I-94 date.
