Visitor VISA rejected due to less income in 2009

My in-laws Visa got rejected twice. First time, officer said : ur in-law has less income in 2009. ACtually i stayed in US till aug-2009 and relocated to india, as my assignment over. i was working with TCS earlier. Now iam on H1B. Second time i produced documenrs to show that i moved to india from AUG-2009. But still visa got rejected.they did not say any reason 2nd time.

I am not sure, what could be the reason for this. I am planning to send my sister-in-law for visa stamping with same documents. Please suggest..
