US visit visa from different country ( Saudi Arabia )

This is with regards to applying for a US tourist visa (B2 ) from US Embassy based in Riyadh, Saudi Arabia.
I’d like to know whether are we eligible to apply for a US tourist/Visit visa in Riyadh if I'm on a visit visa in Saudi Arabia. I've been working in Saudi Arabia for the last 14 months on visit visa.
Do we've to have an Iqama (permanent residence permit) in order to apply for a US tourist visa from Saudi Arabia ?

If you are just visiting Saudi Arabia, you should apply for US visa from your home country.

I am not sure how they allow you to "visit" for so long period, something that U.S. does not.
