Reason to visit ? Tourism OR Personal visit ?

I have sponsored my parents earlier this year to US on Tourist visa. Both of them got rejected for section 214(B) - intended immigrants.This time i am planning to apply for my Mom alone.

I am on non-Immigrant visa here married and have a baby working for a IT company.

I am not sure what reason should they mention ? tourism ? or personal visit to see my son,daughter-in-law and grandson ? coz I am not sure if they would allow her alone for tourist ?

also is it right time for her to visit visa during winters? will they reject it on weather basis ?

Tourist visa should be for tourism.

People can certainly visit on a tourist visa in winter. They can go to California, Las Vegas, Grand Canyon, Florida etc. at least.

I agree that Tourist visa is for tourism

but now when my mom goes for interview does she need to mention that she is coming for seeing US as well as to meet her son , daughter in law and grandson ? OR she should just say that she wants to see different places in US ?

I am sponsoring her and she would be staying with us.

She can say that she would be visiting the family as well.
