Need help in re-application of Visitor visa

My wife's parents applied for visitor's visa in kolkata and my wife invited them, she has been here for just two years.. their visa was rejected for 214 b (3). They are from vizag and told to go to chennai. Can I send my documents and letter from me inviting them to USA?. I have been in USA for seven years? or should they take same documents? will Consulate keep copies of all documents?

let them go to chennai only, same was the case with my aunt, they fall under chennai jurisdiction but went to calcutta, they were rejected under 214(B( and then they re applied in chennai and got for 10 years.
