Can US Vistor VISA be sponsored y J1 Visa Holder Son/daughter?

Hello ImmiHelp,
My Sister and Brother-in-law are in US and holding valid (J1 & J2) visa.
My parents who are in India want to visit them . So How should I file heir Vistor Visa in india .
Can the J1 visa holder sponser his/her parents for vistor visa?

Is there any office of yours in Noida or Delhi India?
