visitor visa rejected in Hyd - reapplying

Hi, Both my husband and I are on H1 visas and my husband sponsored for my mother in laws B2 visa in september and she got rejected in Hyd. The QUESTIONS asked by VO (in native language) were
- Where are you going - NJ
- How many kids do u have- One son in US and one daughter in India and I have MIL to care for
- what do u do- Agriculture
-SORRY cannot give you visa
They did not look at any documents.

When my MIL went for visa my husbands H1 was going to expire in 3 months, I thought that might be one of the reasons but they did not look at any documents??/ and my MIL is only 47 yrs old, could that be a reason??

Now my husband visa is extended til Aug 2013, we are planning to send her for visa again and I am trying to take care of all precautions so really need suggestions..

-- would sending both MIL and FIL ( he is 58 yrs old) help
-- should both of us sponsor for their visas as we both are on H1'S -- WOULD THAT HELP
-- would showing income from a business apart from agriculture help
Any suggestions are welcome

2. May be not.
3. They can only show what they really have. If they had business, they should have shown that in the first application.
