Need Consulate's Address

Hi ,

I am a Permanent Resident of USA , i want to apply visitor's visa for my mother , who lived in North India (Punjab) , I need to write a Consulate Letter , but i did not find any Consulate in New Delhi.

So my question is which address should i mention in the Consulate letter and if there is no consulate in Delhi , in that case if i wrote consulate of Mumbai then do my mom has to go Mumbai for interview .

Delhi would be Embassy and not a Consulate.
