Passport not returned from Consulate

Hi,
My parents went for Visitor Visa interview on Jan 23rd at Chennai Consulate. Consular said Visa is approved and passport will be returned in a week. My mom got her passport the very next day but my dad's passport is still with the US Consulate. Does anybody know how long does it take to get them? If it goes beyond 7 days, do we have a Chennai consulate number that I can call? I am planning to get my parents to US in Feb.
