Do Visitor visa need France Transit Visa when stopping in France??

My parents are planning to come here to US bythe end of June..still the tickets from Delta is not yet confirmed.But my concern is I want them to take open tickets since Iam going back with them with my newborn kid.
But they say like in France they want to get a transit visa if we doesn't have confirmed tickets even if we have Valid visa... Is it true??

You need Transit visa for france if you are have stop over in france, only exception being if you are holding US Green Card
