How much should we wait before applying for a Visitor visa (B2)

Hello,
My mother-in-law got only 1 year of US visitor(B2) visa which will expire on October 1st, 2012.
She came to US in mid October 2011, but for family emergency she stayed here ~3+ months and returned to India on Feb 8th 2012.

My question is how long she must stay in India before visiting to US again?
Since her visa will expire on Oct 1st, 2012, when should she re-apply for a new B2 visa?

I think it depends where she plans to be on 1-Oct-2012. If in India she can apply only after 01-Oct-2012, if in US she should file before that date. This is my opinion, do consult experts too.

I came to USA on 1 Jan 2012 in L1 B visa. Can I able to sponsor visitor Visa for My mother after completion of just 2 months stay in USA?

She can use the visa anytime before it expires. I mean she can enter in september and she can be allowed to stay for 3-6 months.
But using a 1 yr visa for 2 visits may affect her next visitor visa application. Some officer may think she is visiting too often and deny her next appl.
If she does not care about the next application outcome and does want to use this visa one more time , september would be an ideal month to enter.
