What part is it that made you be disqualified, do you know? If you know what it is, that would help you know if you have a chance to try again. If the thing that disqualified you cannot be changed, then you will still be disqualified later if you try again.

Is it that you were not doing all the doctor jobs but were doing a different kind of job? Does it say somewhere in the immigration information that you must always do doctoring to enter the US as a doctor?

The VO mentioned no reason why she rejected, all she said was "i am sorry the U.S immigration policy is very strict"

I feel she rejected bcz of two points

1)why being doctor i worked as computer operator.

2)the reason i gave her why i went to dubai(that i wanted to convince my girlfrnd parents for our marriage) she was like ,ok so went to dubai for ur girlfrnd so are u married to her now,i said we are planning the marriage somewhere around may,,,after that she said i am sorry...

i don know how to change my situation

That is a difficult situation. I don't understand why she wasn't more clear about the reason for denying your petition. Normally, my understanding is that they give you paperwork when you are denied that contains information on how to appeal the decision.
