Please Help: Visa Rejection

We sponsered my Sister and niece.
My sister and niece appeared for visitor visa and their visa were denied asking below questions:
VO: Is this your daughter?
Answered.
VO: who are in USA?
Answered
VO: Citizen?
Answered. NO.
VO: What do you do?
Answered. Homemaker
VO: What does your husband do?
Answered.

VO said sorry and gave 214b receipt to my sis who already had been to USA one time for few weeks.

I really want to call my niece as she has a summer vacation.
My question, can we try for her visa alone again? If yes, how soon? She has a summer vacation from mid april to mid june. She can come between this time only.

Please can you help us what should we do next and have your advise....

Your niece can apply at the US Consulate in her country. The main requirement at the interview is that the officer should be convinced that her stay in the US is temporary and she will return after the said period. So she should be able to prove this (education back home could be a valid reason)
