Visitor VISA rejected twice as I have applied from diff consulate with diff res addr

We have applied Visitor VISA for my mother on October 2011 in Hyderabad , visa got rejected due to 214(b). Again I have applied for my mother from Chennai and given chennai residential address as my brother staying in chennai but visa got rejected. In interview they asked where r u now and my mother given Chennai address but they didnt accept the answer as first time we given her residencial address as Andhra. Again I am planning to apply for my mother. Could you pelase suggest me on this

Consulate records are worldwide

US or for that matter any consulates records are permenant worldwide, I suspect its not the location thats the problem
