Will these changes help mom re-apply for visa?

My mom carried 10yrs multiple visa that expired last year. She had visited 8 times during that period. Last year when she applied for visa, she was rejected on the grounds that she doesn't have sufficient ties back in India. VO also enquired if she was divorced because my dad didn't visit USA with her in last 8yrs.
My sister had sponsored her visitors visa who lives in US.

- Will her case look stronger if my dad (lives in India with her) sponsored her visit to USA this time?
- My dad has 2 houses in India but they aren't on my mom's name. Does she have to show that she's still married to my dad and live in one of the houses?
- How else can she make her case stronger this time?
- My mom does't work and there is no bank account directly on her name. She has Pan card, Rashion card etc.
- How can one show strong social environment in India?

Since your mom has travelled 8 times to the US and back within the alloted period and i guess she has never overstayed she has proved that she is not a potential immigrant,

However as per the new rules on immigration you also have to prove that you have sufficent ties back in India,

You father never having travelled with your mother is a negative as the Vo will have doubts to the exact reasons,

The only way your mother can prove that she has strong ties in India is to have Properties in her name or in joint names of your father and mother also not having any bank acconts/paying income tax is also a big negative as there is no financial history the Vo can have a look at

i suggest you gather any/all financial papers and assets your mom may hold which along with your mothers travel history can help her get a B2 visa
