Can Visitor’s VISA holder accompany a minor who is on VISA for some other H1 holder

Hello - Can visitor VISA holder travel/get a minor (below 5 years) on H4 into US with them when they travel to US? Related H1 holder currently are in US and want their daughter to be travelled with their parents (Visitor VISA). Please advice - thanks
